<P>PROBLEM TO BE SOLVED: To provide a cool wind folding fan which generates cool wind when being waved and which allows more weight reduction and can be used more easily as compared with a conventional fan. <P>SOLUTION: The cool wind folding fan includes a handle part having a hollow part and a fan part having rib parts radially arranged from the front end of the handle part, and a surface material part. The handle part internally includes water-absorbing resin powder or its aqueous gel and has a ventilation passage brought into contact with the water-absorbing resin powder or its aqueous gel so as to be continuous from the external part of the handle part to the front end of the handle part and formed with a ventilation base material.
