The present invention relates to the technical field of communications. Disclosed are a method and device for implementing coverage measurement. The method comprises: obtaining a measurement report reported by each terminal, the measurement report comprising a received signal code power (RSCP); obtaining the time advance (TA) of uplink transmission of each terminal; respectively calculating the distance between each terminal and a base station according to the TA of each terminal; using the RSCP reported by each terminal and the calculated distance between each terminal and the base station to generate a power coverage distribution plan of cells having different distances from the same base station. As a result, the coverage is improved in the present invention.
