<P>PROBLEM TO BE SOLVED: To provide a vegetation bag, manufacturing method thereof, and vegetation mat, which prevents extremely uneven distribution of plant propagules with higher productivity at lower cost, and allows the plant propagules to be easily arranged at a desired location without restriction. <P>SOLUTION: Plant propagules 2 and materials 3 and 4 are filled in a bag body 1 such that the regions 8 having two or more patterns distinguished by the difference in the type of the plant propagules 2 contained as a target for vegetation or by the presence or absence of the plant propagules 2 are arranged in a predetermined sequence from the side of the deepest part of the bag body 1.
