<P>PROBLEM TO BE SOLVED: To provide an inorganic fiber mat capable of favorably reducing scattering of fibers without increasing an amount of an organic binder, and to reduce an irritating feeling and a discomfort feeling during assembling work when the inorganic fiber mat is assembled to another member to make a product, thus improving a work environment of an assembling worker. <P>SOLUTION: The inorganic fiber mat is manufactured by a method including a cutting process of cutting an inorganic fiber aggregate and a heat treatment process of heat-treating the surface of the inorganic fiber aggregate. By cutting the inorganic fiber aggregate 21 into a predetermined shape by a carbon dioxide laser machining device 41, the cutting process and the heat treatment process for heat-treating the cutting surface thereof are simultaneously performed.
