The device has a lid sealed container (1) filled with liquid i.e. water, and containing a set of open lift elements (2) secured at a fixed drive element (3) e.g. belt, where the lift elements are rotated along direction of rotation. The drive element comprises an upper deflector (4) with a shaft (5) and a lower deflector (6) with another shaft (7), where one of the shafts is connected to a power generation part i.e. generator. The lift elements contain apertures (2.1) that are pointed against the direction of rotation, and a convex curved bottom (2.2) arranged opposite to the apertures.
