<P>PROBLEM TO BE SOLVED: To provide a packaging bag which has a favorable air permeability, can prevent agricultural products or the like from being damaged when the agricultural products such as vegetables, fruits and bulbs are filled in the packaging bag, has a small basis weight, and is excellent in strength and configuration retainability, and to provide a production method of the packaging bag. <P>SOLUTION: The packaging bag 11 nicludes a cylindrical mesh 5 and a pair of bands 6. The cylindrical mesh 5 is woven using a uniaxially stretchable tape as the warp and the weft. At the same time, the cross points of the warp and the weft are thermally bonded. The uniaxially stretchable tape includes a thermoplastic resin layer with at least three layers. The melting point of a thermoplastic resin constituting the external layer is lower than the melting point of a thermoplastic resin constituting the internal layer. The bands 6 is made of a thermoplastic resin. The cylindrical mesh 5 is arranged between the pair of bands 6, and the surface of the cylindrical mesh 5 and the pair of bands 6 are thermally bonded.
