The present invention provides a signal modulation device and modulation method. The device comprises an initial modulator and an analyzer. A signal output interface of the initial modulator is connected to a signal input interface of the analyzer. The initial modulator is used for generating a first code type signal. The first code type signal comprises a first polarization state signal and a second polarization state signal. The analyzer is used for, when communicated with the initial modulator, adjusting a ratio of power projection of the first polarization state signal and the second polarization state signal in the first code type signal in an analysis direction, to output a second code type signal corresponding to the ratio. In the signal modulation device and modulation method provided by the present invention, the initial modulator and the analyzer which are connected and match with each other are disposed to enable switching between different code type modulation formats, thereby realizing optimization of link performance.
