PURPOSE: A safety system of a cold and hot water dispenser and a water purifier is provided to stop a water heating operation when a back flow of hot water caused by overheating of a hot water tank is determined and to prevent overheating of hot water by outputting a message about the determination in advance. CONSTITUTION: A safety system of a cold and hot water dispenser and a water purifier comprises a cold water tank, a hot water tank, a heating unit, a second temperature regulator(106), a third temperature regulator(107), and overheat breakers. The third temperature regulator prevents overheating of the hot water tank caused by the heating unit when no water exists in the hot water tank or temperature is unusually high. If the temperature of room-temperature water stored in the upper part of a separation plate of the cold water tank is over set temperature, the overheat breakers determine overheating of the hot water tank due to failure of temperature control and the back flow of hot water toward room-temperature water of the cold water tank caused by the overheated hot water tank and cut off power supplied to the heating unit.
