PURPOSE: A flow control valve and an air conditioning device for a vehicle are provided to reduce resistance and a number of components required for driving a direction conversion valve and to prevent the adherence of the direction conversion valve by absorbing deformation due to the temperature variation of cooling water. CONSTITUTION: A flow control valve comprises a valve body(210) and a direction conversion valve(220). The direction conversion valve comprises a rotary shaft(221) and elastic valve plates(225). The rotary shaft is rotatably coupled to the inside of the valve body. The elastic valve plates are formed in both sides of the rotary shaft. The elastic valve plates are elastically contacted to the inner periphery of the valve body to convert the flow direction of cooling water according to the rotational position of the elastic valve plates.
