The device has a load element (4) that applies biasing force to clamping element (2). A discharge element (5) exerts centrifugal force on clamping element that is operated against biasing force, during the rotation of main portion. The clamping element is shifted from closing position to open position due to rotation speed of main portion. An outer surface (8) of clamping element is engaged with stop surface (7) in the open position of clamping element, such that penetration of impurities into an inner space (9) surrounding the discharge element is prevented.
