PROBLEM TO BE SOLVED: To provide an optical modulation device providing pulse light having a high power by minimizing leakage light from a modulator, and to provide an optical fiber measuring apparatus equipped with the optical modulation device. SOLUTION: The optical modulation device 1 includes: a light source 11 of outputting continuous light L1; an LN (Lithium Niobate) modulator 12 which modulates the continuous light L1 from the light source 11 based on a pulse signal S1 and generates the pulse light; an optical fiber amplifier 13 which amplifies the pulse light from the LN modulator 12; a photoelectric converter 15 which receives a part of amplified pulse light and converts the part of amplified pulse light into a reception signal R1; and a bias control circuit 16 which controls a bias voltage V1 to be applied to the LN modulator 12 so that the reception signal R1 from the photoelectric converter 15 is maximized.
