PURPOSE: A muscle exercise device with a safety system is provided to enable children or old and feeble persons to easily exercise. CONSTITUTION: A muscle exercise device with a safety system comprises a support stand(100), a perpendicular frame(110), a support frame(120), a rotary shaft(130), and a rotary wheel(200). The support stand is fixed to the surface. The perpendicular frame is perpendicularly installed on the top of the support stand and is formed with a guide plate. The support frame is protruded from the top of the right and left of the support frame. The rotary wheel is combined with the rotary shaft.
