<p><P>PROBLEM TO BE SOLVED: To provide a plug which exhibits a satisfactory performance as a plug, and which is uniformly broken down. <P>SOLUTION: In the plug for a base isolation structure, three or more layers of at least two kinds of plug materials containing different compositions are laminated. In the plug for the base isolation structure, the plug material is made of composition for the plug containing an elastomer composition prepared by blending an elastomer component with a reinforcing filler and a powder.
