PURPOSE: A packet scheduling method for a streaming service is provided to minimize a rapid change of a queue length generated by a service packet by selectively scheduling service rates for a service packet. CONSTITUTION: A queue server initializes a service rate allocated to a multimedia server(S301). The queue server monitors a queue state which is periodically provided. The queue server measures an average queue length(S303). The queue server calculates a queue length conversion rate(S305). The queue server allocates the service rates to the multimedia server by considering the conversion rate of a queue length and an average queue length(S307).
