PURPOSE: A rotated face area detecting device and a method thereof are provided to detect and trace the final face area based on a haar-like feature, thereby accurately detecting an inclined face area. CONSTITUTION: A candidate area detecting unit(110) detects a candidate area including a face area from an input image based on color spaces showing the input image. A rotation angel calculating unit(120) detects a feature point of the face area from the candidate area and calculates a rotation angel of the candidate area by using the feature point. A face area detecting unit(130) detects the face area from a rotated candidate area based on the rotation angle. A face area tracing unit(140) detects the face area in continuous video frames and traces motion of the face area.
