The device and system may include various components, such as a portable container for housing fluid, an attachment body with a lumen formed through the attachment body to allow for fluid flow, a fastening system to attach the attachment member to the portable container, a wand comprising a lumen to allow for fluid flow and an outlet to allow fluid to exit the wand, a connecting member for connecting the attachment body to the wand, and a member used to seal an opening in the portable container.
