Provided are a catalyst for synthesizing oxalate through a CO coupling reaction and a preparation method therefor. The catalyst has a metal mesh as a framework, a layer of carrier coating is applied on a surface of the metal mesh, and an active component and an additives are loaded on a surface of the carrier coating. By using the catalyst, under the precondition that the activity is ensured, the amount of noble metal active components per unit volume of the catalyst is reduced, the pressure drop of the catalyst bed is decreased, and the radial temperature of the catalyst bed is lowered, thereby solving the problem of heat transfer in the reaction process and temperature runaway that easily occurs when a conventional honeycomb catalyst is used in the reaction system.
