<p>Disclosed are a method, user equipment and base station for establishing a wireless resource control protocol connection. The method comprises: an eNB receiving an RRC connection request message sent by UE; the eNB sending an RRC connection setup message to the UE, the RRC connection setup message comprising the maximum number of HARQ retransmissions and the maximum number of SRI transmissions, the maximum number of HARQ retransmissions being fewer than the maximum number of SRI transmissions. The technical solution provided in the present invention solves the problem in the prior art that the DCIO causes the user to be mistakenly released since the UE solves the DCI0 virtually, and ensures normal transmission of user data.</p> |
