The present invention relates to an apparatus and a method for controlling ignition timing of a vehicle. The present invention includes: an RPM reception unit which is provided in an engine control unit for controlling an engine to receive an RPM from the engine at predetermined periods; an RPM reduction rate calculation unit for calculating a RPM reduction rate of a predetermined period which is received from the RPM reception unit; and an ignition timing correction unit which determines a fuel cutoff period on the basis of the RPM of the RPM reception unit, and corrects the ignition timing as a predetermined ignition timing control value if the determined result is known as the fuel cutoff period and the RPM reduction rate of the RPM reduction rate calculation unit exceeds the predetermined reference value.
