A network control unit obtains the physical positional information of an information communication terminal and the identification information thereof on a network from the information communication terminal, estimates the communication path for transmitting data to and receiving data from the information communication terminal, estimates the communication bandwidth of the information communication terminal, and performs a transmission control on the information communication terminal on the basis of the estimated communication bandwidth.
