<P>PROBLEM TO BE SOLVED: To provide an underwater discharge device capable of quantitatively and stably discharging electricity. <P>SOLUTION: The underwater discharge device comprises: a processing tank 3; an insulation hollow body 7 that enters to a middle of the processing tank 3, and whose lower end opening 9 is communicated with the processing tank 3; and a discharge part, in which a discharging side electrode 17 is provided at a tip of a high-voltage cable 15. The high-voltage cable 15 is inserted in the hollow body 7, and the discharging side electrode 17 at the tip is arranged at a lower end in the hollow body 7.
