<p>Disclosed are a load balancing method and device, relating to the field of communications, improving the success rate of load migration. A load balancing method includes: detecting whether or not the ratio between the service load of the current cell and the load of the average of the service loads of the neighbours thereof exceeds a preset threshold value; when the load ratio exceeds the threshold value, performing switching priority ranking on the users within the coverage range of the current cell according to the spectrum efficiency loss rate expectanc and load balance gain caused by cell switching; and switching the user with the highest priority to a neighbour of the current cell. The embodiments of the present invention are mainly used in the base station of the communication system.</p>
