PROBLEM TO BE SOLVED: To provide a thermally expandable resin composition and a thermally expandable resin sheet that can foam by low temperature heating, and to provide a foam superior in repulsive force and a method for producing the same.

SOLUTION: The thermally expandable resin composition contains a base resin, expandable resin particles, and a crosslinking agent. The expandable resin particle contains a thermally expandable substance in a solid resin. The foam 3 is obtained by heating and foaming the thermally expandable resin sheet 1 formed from a thermally expandable resin composition.
