<P>PROBLEM TO BE SOLVED: To provide a data writing device and a data writing method capable of writing data common to all ROMs and data different for respective ROMs in one process, and keeping confidentiality of the written data. <P>SOLUTION: A data writing device 10 includes: route switching means 11; data writing means 12; and data storage means 13. The route switching means 11 makes the data storage means 13 store common data received from a control device. When receiving request for starting writing of the common data from the control device, the route switching means 11 outputs the common data read out from the data storage means 13 into the data writing means 12, and when receiving the request for starting writing of individual data from the control device, outputs the individual data received from the control device into the data writing means 12.
