PROBLEM TO BE SOLVED: To provide a communication system which can prompt smooth operation by distributing a load of a monitoring device.

SOLUTION: A communication system comprises base stations, control devices, network devices and a management system. The network device comprises a wireless connection unit and a request unit. The wireless connection unit wirelessly connects with the base station. The request unit transmits a registration request message to the management system via the base station of a wireless connection destination and a control device connecting the base station to a communication network. The management system comprises an association unit, a determination unit, and an update unit. The association unit associates the network device which is a transmission source of the registration request message with the control device via which the registration request message has passed. The determination unit determines a load of each of the plurality of control devices. The update unit updates each piece of association of the network device with a control device on the basis of each load according to a determination result. The control device comprises a monitoring unit for monitoring the network device associated by the management system.
