<P>PROBLEM TO BE SOLVED: To provide a fixing member that prevents the occurrence of fixing failure even in a condition of shorter warm-up period and first print time, smaller power consumption of the device, and high operation speed of the device, as well as an image forming apparatus. <P>SOLUTION: A fixing device is provided with: a press-contact member 22 that forms a nip part by pres-contacting a pressing rotor 31 via a belt member 21; a facing member 23 that holds the shape of the belt member 21 during the operation; and a heat source 26 provided facing an inner peripheral surface of the facing member 23 and radiates infrared rays.
