The embodiments of the present invention relate to a network access control method, terminal and access network device, wherein the network access control method includes the following steps: a packet network access request transmitted by the terminal is received; when it is determined that said terminal needs to be performed access restriction, a session lock indication is transmitted to said terminal; said session lock indication is used for indicating said terminal to set its session state to be a session lock state; and said session lock state includes at least: forbidding said terminal to actively initiate signaling interaction with the access network device. The embodiments of the present invention are beneficial to improve the utilization rate of air interface resources.
