PROBLEM TO BE SOLVED: To provide a technique for reducing a processing load while keeping a decoding characteristic intact.

SOLUTION: An LDPC coding section 44 receives an input message to be coded. A first generation section 40 and a second generation section 42 acquire a check matrix for the input message in an LDGM structure having an irregular message section. The check matrix acquired in the first generation section 40 and second generation section 42 is a matrix where row components and column components have been deleted from a matrix of an LDGM structure having a regular message section combining a first unit matrix of a size larger than a predetermined size and a circulant matrix that is a cycle of the first unit matrix to the size of a combination of a second unit matrix of the predetermined size and a circulant matrix that is a cycle of the second unit matrix. The LDPC coding section 44 executes an operation of the check matrix and the message to code the message.
