<p>This wireless communication system has a wireless base station, a terminal device, and a plurality of relay devices for relaying wireless communication between the wireless base station and the terminal device. The plurality of relay devices creates information of communication quality in wireless communication between the relay devices and the wireless base station. The terminal device preferentially connects to the relay device of the best communication quality on the basis of each of the units of information of communication quality.</p>
