<P>PROBLEM TO BE SOLVED: To provide a system for promoting the use of a program in which the download of an application program and the use of a corresponding service are promoted. <P>SOLUTION: In an advertising catalog, an advertising medium ID is stored in a two-dimensional barcode introduced to a downloading site of an application program, and a program downloading device receives the advertising medium ID and distributes the application program storing the advertising medium IS to a portable terminal when the portable terminal reading the two-dimensional barcode makes a downloading request from the program downloading device.
