<P>PROBLEM TO BE SOLVED: To provide a game system and the like, by which a fraudulent act to operate an integrated circuit is hardly performed during shipment from an integrated circuit manufacturer to a game device manufacturer. <P>SOLUTION: The game system 1 includes: a game device which is mounted with an integrated circuit manufactured and shipped by the integrated circuit manufacturer, and is manufactured by the game device manufacturer and is installed in a game hall; and a writing device by which the game device manufacturer writes information to the integrated circuit. The writing device includes a writing means of writing setting information to the integrated circuit to set the setting information to the integrated circuit.
