PURPOSE: A learning management system based on learning levels is provided to establish personalized learning schedules according to the evaluated learning levels by evaluating the learning level of a user. CONSTITUTION: When a learning ability index is a positive number and a learning motive index is a negative number, a learning type determination unit(130) determines the learning type of a user as a third type. The learning ability index and the learning motive index are the positive number, the learning type determination unit determines the learning type of the user as a fourth type. A learning schedule creation unit(140) creates a learning schedule corresponding to the learning type of the user according to the learning type determination unit.
