PURPOSE: A power converter, a display device including the same and a driving voltage control method are provided to detect a short circuit of a display panel based on a short circuit detecting standard controlled by an operation mode of the display panel. CONSTITUTION: A voltage conversion unit(200) generates a power voltage. The power voltage drives a display panel. A short circuit detector(100) outputs a driving voltage through a driving power line. The short circuit detector detects a short circuit of the display panel. A voltage output block(150) generates the driving voltage by stabilizing the power voltage. A short circuit detection block(110) generates a sensing current and a sensing voltage level. The short circuit detection block determines the flow of a short circuit current.
