PURPOSE: A traffic generation apparatus and method thereof are provided to enable a traffic process to just control the occurrence of traffic by managing a table using a predetermined gateway. CONSTITUTION: A traffic process module(111) creates the traffic data of a maximum size. A gateway module(112) manages a table which stores information for one or more terminals. The gateway module receives the traffic data. The gateway module allocates the traffic data to the terminal by referring to the table.
