PURPOSE: An offline payment system with a credit card issued to a portable terminal and a method thereof are provided to improve the convenience of offline transactions by performing payment through the credit card issued to a purchaser terminal without an additional payment terminal. CONSTITUTION: A purchaser terminal(110) operates an offline payment program to input a seller identifier and a payment amount. The purchaser terminal transmits credit card information of a mobile credit card to request payment. A payment mediation device performs an approval process for the payment request. A credit card payment device(130) receives the payment amount and the credit card information to process the payment.
