PURPOSE: A nano-colloid manufacturing device and a method thereof are provided to obtain uniform dispersion of nano-particles included in the colloidal solution for long time. CONSTITUTION: A nano-colloid manufacturing device comprises a chamber(10) and induction electrodes(100). The chamber accommodates dispersion medium(11) and nano-particles. The induction electrode surrounds the outside of the chamber and is attached to the chamber or is installed adjacent to the chamber. The induction electrode generates electric filed according to the applied voltage, equalizing the dispersion state of the nano-particles. The nano-colloid manufacturing device additionally includes an ultrasonic generator(200). A nano-colloid manufacturing method comprises the following steps: providing metal wire to the inside of the chamber in which dispersion medium is contained; performing one or more of electric field formation or ultrasound irradiation treatment around the chamber; and forming the metal components on the metal wire into nano-particles by exploding the metal wire and manufacturing uniform nano-colloid by dispersing the nano-particles in the dispersion medium.
