PURPOSE: A touch detecting device using a constant current source in a capacitance touch panel and a method thereof are provided to maintain transparency and prevent performance degradation of touch sensitivity in a state that a sheet resistance value of a touch screen panel is big. CONSTITUTION: A touch screen panel(100) arranges a driving electrode functioning a transmitter and a sensing electrode functioning a receiver as an orthogonal coordinates system form and forms electrode patterns. A constant current source supplying unit(200) applies a current to the driving electrode as an excitation signal. A capacitance measuring unit(300) senses capacitance changed in the electrode patterns through the sensing electrode. The constant current source supplying unit supplies set current quantity within set time without a resistance value of a sheet of the touch screen panel and applies a fixed current capable of charging desired electric charge quantity.
