PURPOSE: A push service providing system and method thereof are provided to control the number of sessions according to each level by determining an interworking unit according to the number of the sessions. CONSTITUTION: The number of sessions is allocated according to each level of a service providing unit(100). A push service apparatus(300) connects the service providing apparatus and the session according to the number of the allocated sessions. The push service apparatus compares the transmission rates of the set push message with the transmission rate of the push message for the connected session. The push service apparatus transmits the push message received through the connected session to a corresponding client(400).
