The present invention comprises: a GNSS reception and analysis unit (100) which receives and transmits satellite signals and information received through at least one satellite navigation receiver, receives and analyzes tracking satellite signals by tracking a satellite in which an error has been detected according to the integrity of the information, and provides tracking satellite signals and signal analysis information; a GNSS signal monitoring unit (200) which monitors the integrity of the information received by using weather information, spreading interference monitoring information and RF data analysis information to detect errors in the satellite signals and provide information on the integrity thereof; a GNSS reference station unit (300) which generates satellite calibration information that correspond to the satellite signals, and makes wireless transmission of the generated satellite calibration information; and a GNSS database service unit (400) which stores, manages and provides received information corresponding to the satellite signals, signal analysis information, information on integrity and satellite calibration information.
