<P>PROBLEM TO BE SOLVED: To ensure that no congestion occurs by a change of system information made by a base station to urge that accesses to the local cell by user devices UE be restricted. <P>SOLUTION: A base station in a mobile communication system includes: a system information editing unit which creates system information to urge that accesses to the local cell by UEs be restricted; a timing determination unit which classifies the UEs into one of plural groups from the timing with which UEs in a standby state start every intermittent receive cycle and determines the notification timing with which a paging signal is notified for each group; and a transmit unit which transmits the paging signal with the notification timing for any group in a first unit notification period, notifies UEs belonging to any group that a UE which has received the paging signal should receive the system information in a second unit notification period following the first unit notification period, and transmits the system information with prescribed timing in each of a series of unit notification periods. <P>COPYRIGHT: (C)2013,JPO&INPIT |
