<P>PROBLEM TO BE SOLVED: To provide a user registration system capable of registering device information on, for example, a household electrical appliance in a user's house and user information in a user device information management center. <P>SOLUTION: The user registration system includes a user and device information DB, a communication apparatus in a user's house that is connected to the user and device information DB through a public network, and a device having a function for transmitting the device information to the communication apparatus. The communication apparatus includes means for inputting the user information and also a policy associated with registration of the user information and device information, and an external memory capable of insertion and extraction for storing wireless communication information for wireless connection between the device and the communication apparatus. The device includes an interface part for connecting to the external memory to read the wireless communication information, and establishes wireless connection to the communication apparatus by using the wireless communication information to transmit the device information.
