<P>PROBLEM TO BE SOLVED: To provide a process for producing oxalic acid capable of producing oxalic acid in a high yield and in a large quantity thereby achieving significant reduction in cost while being excellent in process stability, reliability, initial cost, running cost, etc., by simplified steps and production facilities. <P>SOLUTION: In the production process for oxalic acid, carbon dioxide (CO<SB POS="POST">2</SB>) dissolved in an aqueous solution is reduced by nascent hydrogen (H<SP POS="POST">+</SP>+e<SP POS="POST">-</SP>) to produce oxalic acid (HOOC-COOH). That is, the electron (e<SP POS="POST">-</SP>) and the proton (H<SP POS="POST">+</SP>) of the nascent hydrogen are reductively added to cationized carbon atom (C<SP POS="POST">+</SP>) and anionized oxygen atom (O<SP POS="POST">-</SP>) produced by polarization of one carbonyl group (C=O) of the carbon dioxide, thereby attaining single bonds between carbon atoms of two moles of carbon dioxide, so that one mole of oxalic acid is synthesized.
