<P>PROBLEM TO BE SOLVED: To achieve means for draining collected water when a lower footing is inundated in order to solve problems that when damage of piping equipment caused by an earthquake and inundation caused by a tsunami occur, it is necessary to suppose a situation that water is infiltrated into the lower footing, though the possibility is extremely low, inspection and maintenance are essential for seismic isolation systems, the surface of the lower footing on which the seismic isolation systems are installed has flat structure having no ruggedness, and once the lower footing is inundated in the structure, inspection and maintenance work of the seismic isolation systems may be extremely interrupted because there is no drainage means. <P>SOLUTION: An atomic power plant with seismic isolation structure includes: a reactor container; a reactor building; a turbine building; an upper footing for fixing the three structures; a plurality of seismic isolation systems for supporting the upper footing; and a lower footing for receiving loads from the seismic isolation systems.
