The main purpose of the present invention is to provide a user equipment, a system and a method for setting MBMS (Multimedia Broadcast Multicast Service) frequency priority. The method comprises that: when the UE (user equipment) in idle state is interested in receiving MBMS service, it sets the MBMS frequency priority to the highest priority to perform cell selection or reselection. After the user equipment receiving MBMS service in the destination cell terminates, the MBMS frequency priority is no longer to be the highest priority. The problem of network congestion and overload, which is caused by the UE in the idle state for implementing MBMS service continuity, can be resolved by the technical scheme of the present invention.
