PROBLEM TO BE SOLVED: To realize a coupler capable of realizing both of reduction in influence due to peripheral components and sufficient resistance to positional displacement.

SOLUTION: According to one embodiment, a coupler transmits and receives an electromagnetic wave by means of electromagnetic coupling between the coupler and another coupler. The coupler comprises: a linear coupling element that has a first open end and a second open end; a ground plane; a power feeding element that connects a coupling element and a power feeding point; and a short circuit element that connects the coupling element and the ground plane. The power feeding element includes: a first end connected to an intermediate portion of the coupling element between the first open end and the second open end; and a second end connected to the power feeding point. The short circuit element includes: a third end connected to the intermediate portion of the coupling element; and a fourth end connected to the ground plane.
