<P>PROBLEM TO BE SOLVED: To provide a fixing device capable of appropriately preventing overshoot of the temperature of a fixing member by varying rotating time or rotating speed in turn-off rotation of the fixing member after a printing operation to be executed according to a condition in the printing operation in order to prevent the overshoot of the temperature of the fixing member after finishing the printing operation, and an image forming apparatus. <P>SOLUTION: The fixing device thermally fixes an unfixed toner image on a recording medium conveyed to a fixing nip between the fixing member including a fixing heat source therein and a pressure member for pressing the fixing member on the recording medium. The fixing device includes a rotating time change control circuit 30 for changing time to rotate the fixing member after turning off the fixing heat source of the fixing member after finishing the printing operation.
