<P>PROBLEM TO BE SOLVED: To improve detection accuracy for detecting pedestrians in an observation area, by processing an image acquired by imaging the observation area at each predetermined time. <P>SOLUTION: When a pedestrian 101 moves in an observation area 100 in a direction of an arrow head 102, and feet of the pedestrian 101 move one by one alternately and stand still alternately, and a center-to-center distance of bottom ends of stationary parts in regions 103, 104 and 105 corresponds to a step, and an appearance period of the stationary parts in the regions 103, 104 and 105 corresponds to a walking cycle, a pedestrian detection device detects a foreign object image 201 by a background difference, detects a move object image 202 by a difference between frames, and extracts a stationary region image 204 in the foreign object image by a difference between the background difference and the difference between the frames.
