Disclosed are a transmission method and apparatus. The method comprises: setting a transmission mode X; sending downlink control information to a user equipment in a downlink control information format corresponding to the transmission mode X, the downlink control information format comprising at least one of the following: a downlink control information format 1A, a downlink control information format 0, a downlink control information format Y1, and a downlink control information format Y2. In the prior art no design solution of transmission mode required for reducing the load of PDCCH is decided yet. The embodiments of the present invention provide such a design solution of transmission mode. Through such a design of transmission mode and the corresponding reduction of the PDCCH load, the capacity of the PDCCH can be enhanced and the congestion rate of the PDCCH can be reduced, thereby facilitating actual applications.
