PROBLEM TO BE SOLVED: To provide a base station, a terminal, a communication system, and a communication method in which a base station can notify a terminal of control information efficiently in a wireless communication system in which the base station and the terminal perform communications.

SOLUTION: Control information on a terminal is mapped and transmitted to a first control channel which can be acquired when the terminal is in an idle state or in a connected state, or a second control channel which can be acquired only when the terminal is in a connected state.
