Disclosed in the present invention is a method for establishing S9 sub-session, wherein Home Policy and Charging Rules Function (H-PCRF) triggers Visited Policy and Charging Rules Function (V-PCRF) to establish the S9 sub-session. The method comprises: the H-PCRF sends original information about establishing the S9 sub-session to the V-PCRF; and the V-PCRF receives the original information about establishing the S9 sub-session, generates information relating to the S9 sub-session according to the original information about establishing the S9 sub-session, and establishes the S9 sub-session. In the present invention, the H-PCRF triggers the V-PCRF to establish the S9 sub-session in case there is no interface between the V-PCRF and the H-PCRF.
